Public enterprises for Level 4: governance, accountability and financial literacy

Public-enterprise knowledge is a distinct section of the Sangathit Sanstha Level 4 pre-test syllabus. The published scheme allocates 20 marks to this section. Study the purpose, governance and operations of enterprises rather than learning only a list of institution names.
Separate ownership, purpose and performance
Public ownership describes an ownership relationship. It does not by itself prove that an enterprise is profitable, efficient or meeting its service objectives. Assess purpose and performance separately, using appropriate financial and service indicators.
Governance is about responsibilities and oversight
In a learning scenario, the same employee requests a purchase, approves it, pays the supplier and checks the bank statement. This concentration of responsibilities creates a control weakness. Separating authorization, payment and independent checking helps reduce the opportunity for error or misuse.
Accountability requires evidence
A manager claims that service quality improved. Ask what evidence supports the claim: comparable service data, a clear period and an appropriate measurement method. A larger budget alone is not evidence of a better outcome.
Financial literacy: follow the distinction
- Revenue and cash received may arise at different times.
- A budget authorizes or plans resources; it is not a record of every actual transaction.
- Accounting records transactions under the applicable system.
- Audit examines evidence and reporting; it does not replace management responsibility.
Corporate social responsibility
CSR concerns how an enterprise considers its responsibilities and effects on stakeholders. A one-time donation does not automatically resolve poor service, weak controls or environmental damage. When answering an application question, link the action to the problem and affected stakeholders.
What needs a current source?
Numbers of enterprises, ownership changes, financial results and regulatory arrangements can change. Check the latest official reports before using such facts in an answer. These conceptual notes do not assign current profit rankings or quote an unverified enterprise count.
