Level 4 Constitution revision: how to study Parts 1–5 and the Schedules

Section 4 of the Sangathit Sanstha Level 4 pre-test syllabus includes governance and the Constitution. Its Constitution subsection names Parts 1–5 and the Schedules. Use that boundary to organize revision, and check the current official text rather than relying on old screenshots.
Start with a five-part study map
Create separate notes for preliminary provisions; citizenship; fundamental rights and duties; directive principles, policies and obligations of the State; and the State structure and distribution of State power. Keep the Schedules in a separate comparison sheet. This is a study map, not a substitute for reading the articles.
Distinguish ideas that look similar
Constitutional supremacy concerns the Constitution’s position as the fundamental law. Sovereignty concerns where ultimate state authority is vested. State structure concerns the levels and distribution of power. Mixing these concepts can lead to choosing an answer that sounds plausible but addresses the wrong article.
For example, Article 1 establishes the Constitution as Nepal’s fundamental law. Article 2 places sovereignty and state authority in the Nepali people. Article 4 describes the State’s constitutional characteristics. Read the complete provisions in the official text; these short summaries do not capture every qualification.
Use retrieval instead of repeated highlighting
- Read one short article and close the document.
- State its central rule in one sentence in your own words.
- Write a question that could distinguish it from a neighbouring article.
- Reopen the document and correct your answer.
- Record article numbers only after understanding the rule.
A practical comparison exercise
Make a table with three columns: concept, relevant article or Schedule, and a misleading statement to reject. For example, an office circular cannot override the Constitution merely because it was issued more recently. Explain the reason rather than memorizing a letter choice.
Keep legal revision current
The pre-test document includes a rule about amendments in force before the examination. Read that rule and the recruitment-specific instructions carefully. Check the Nepal Law Commission text before revising legal facts. This guide was checked on 1 November 2026 and is educational exam preparation, not legal advice.
Try the bilingual Constitution questions. The small current set checks basic concepts and does not cover every article.
